Our Programs
Do you want to earn your high school diploma?
- If you are 18 or older and do not have a high school diploma from the U.S., you can earn one through HCLS Project Literacy’s National External Diploma Program (NEDP) pathway
- The self-paced program can be completed in-person and/or online. Project Literacy has tutors to prepare you for the entrance exams. Once you pass the exams, you work at your own pace and meet weekly with a Project Literacy coach whose job is to help you through the program until you earn your Maryland high school diploma
- Whether you want a high school diploma for college or trade school, to get a better job, or to meet a personal goal, Project Literacy can help you obtain it for free
Do you want to improve your English language skills?
- HCLS Project Literacy offers English language instruction to immigrants who do not have a degree from the U.S. Whether you are a beginning English learner or an advanced learner, Project Literacy can help
- Choose from popular classes, including speaking, pronunciation, grammar, reading, and writing
- All classes are delivered in person and/or online. Come study English with us and become a part of a community of learners from all over the world
Are you an immigrant looking for work and facing challenges?
- If you have an advanced degree or professional training from your native country, and you want to find a job that matches your skills, HCLS Project Literacy’s Career Pathways for Skilled Immigrants Program is here to help
- Identify and build rewarding career paths with the support of experts in workforce development
- Improve your professional English language skills in reading, writing, speaking, listening and pronunciation
- Practice conversation skills one-on-one with native speakers
- Attend job related workshops on career exploration, networking, job search skills, mock interviews, and simulated work-based projects
Do you want to become a U.S. citizen?
- HCLS Project Literacy can help you prepare for the citizenship test. We provide an in-depth look at the N-400 application questions. Students practice answering interview questions and receive guided English vocabulary, grammar, and pronunciation assistance
- Project Literacy’s citizenship program also offers one-on-one sessions focused on the citizenship test and the citizenship interview for participants who have an interview date with USCIS (U.S. Citizenship and Immigration Services)

About Project Literacy
Founded in 1987, Howard County Library System’s Project Literacy provides for the educational needs of adult English language learners and native English speakers in Howard County. If you are 18 or older and do not have a degree from the U.S., you are eligible to participate in class or one-on-one with a tutor. The best thing is that all classes are free! All you need to do is to fill out an enrollment form, take a placement test, and start learning!
